The Federal Communications Commission has instructed LightSquared to perform more tests of its planned Long Term Evolution 4G mobile broadband network in order to ensure than it doesn’t interfere with GPS signals. The FCC thanked LightSquared for its revised proposals, but noted, “The results thus far from the testing using the lower 10 MHz showed significant improvement compared to tests of the upper 10 MHz, although there continue to be interference concerns with certain types of high precision GPS receivers, including devices used in national security and aviation applications. Additional tests are therefore necessary.” LightSquared’s proposed network uses L-Band spectrum, which is adjacent to the spectrum used by GPS satellites. LightSquared hopes to blanket much of the U.S. with an LTE 4G mobile broadband network. It has already signed more than a dozen wholesale partners that hope to use the LTE network to sell their own mobile broadband services.

The National Transportation Safety Board has added its support to a draft measure proposed by the Department of Transportation that would ban commercial truck drivers from using cell phones while on the road. “Distracted driving is becoming increasingly prevalent, exacerbating the danger we encounter daily on our roadways,” said NTSB Chairman Deborah A.P. Hersman in a statement. “It can be especially lethal when the distracted driver is at the wheel of a vehicle that weighs 40 tons and travels at highway speeds.” The Transportation Department floated the ant-cellphone measure for truck drivers last year and has been taking comments on it. While the NTSB is an advisory group and cannot create policy, it can influence the government’s final decision. The American Trucking Association backs the measure, as well. Many states have already enacted legislation that makes it illegal to use handsets while driving.

Sprint today announced the LG Marquee, a new Android smartphone that will go on sale October 2 for $99.99 after rebate with a new agreement. The Marquee is a Sprint variant of the Optimus Black, which was announced earlier this year, and is being presented in partnership with the non-profit design collective MADE. Sprint and LG worked with fashion expert Stacy London and others to design custom cases for the Marquee. It has a 4-inch NOVA display with 800 x 480 pixels and a brightness of 700nit. The NOVA display also offers a 50% reduction in power needs while remaining bright enough for outdoor use. It has a 1GHz processor, 5 megapixel main camera, 2-megapixel secondary camera, 2GB of internal storage, and support for microSD cards up to 32GB. It also includes Wi-Fi, GPS, Bluetooth, and supports mobile hotspot. The Marquee features Sprint iD user themes with Android 2.3. Current Sprint customers can pre-order the Marquee starting September 20.

Nokia today announced a new Qt-based application for Symbian Belle phones mean to make using the phone in the car safer. Car Mode makes it much easier for drivers to access maps, satellite navigation, traffic updates, music, and voice calls when in their car. In addition to providing easier access to these core functions, the application supports MirrorLink, which pairs the phone with the buttons and controls of their car. This lets drivers access certain phone applications from their dashboard rather than the phone itself. The application will work on the N9 MeeGo device, as well as the Nokia 600, 700, 701 and older devices that have been upgraded to Symbian Belle.
